Steelers' bid on Fells should not have been removed.
Right now, the Bucs' offer of 5 Yr $6.25M stands as the highest offer and the 24 hours begins from the time of the last bid which was that of the Dolphins at 2:36 pm CT
CURRENT HIGHEST BID: 5 YR / $6.25 - Bucs ... bidding is still open for 24 hours starting from 2:36 pm CT 9/5/11.
Because the bidding on Fells was done with an assumption of the last rules being in place, his contract can be structured per the old rules and the PM that was just sent out regarding the Release Penalty Rule can apply to him at that point.
The rule about a team not being able to pick up a player they release still applies to all situations.

Daniel Fells has agreed to a 5 year contract with the Buccaneers who have a week to post a contract that is within the (above stated - OLD) rules. After that time, the contract will default to $6.25M for each of the next 5 years.
